Beheira governor Mokhtar el-Hamalawy decided to organize operational headquarters in all educational departments to any spot irregularities that occur during the first phase of elections. These headquarters will communicate with local units as to the preparations of polling stations. El-Hamalawy ordered center, city, educational directorate and school officials to coordinate with the Educational Building Authority and monitor schools containing polling stations to ensure a high quality implementation of all electoral procedures. He confirmed the availability of ambulances, civil protection authorities, and spare lighting as well as the ability to maintain cleanliness at the headquarters of polling stations and the streets leading to them. El-Hamalawy also ensured that enough female members were present at each polling station to aid female voters during the voting process. 3,202,911 voters visited the 3,450 polling stations spread throughout the governorate constituency. The governorate is divided into 5 individual constituencies, which will choose 10 members of parliament, and two constituencies for electoral lists, which will choose 20 MPs. There are 1,383 main polling stations.
