Egypt and China signed Thursday a memorandum of understanding to strengthen cooperation in human resources development, the government detailed in a statement on Friday. Under the MoU, China pledges 2,000 training opportunities for Egyptian professionals between 2025 and 2027. The agreement was signed by Egyptian Minister of Planning and International Cooperation Rania Al-Mashat and Chen Xiaodong, Chairman of the China International Development Cooperation Agency (CIDCA), during Chinese Premier Li Qiang's visit to Cairo. The signing took place at the Cabinet headquarters in Egypt's New Administrative Capital, witnessed by Prime Minister Moustafa Madbouly and Premier Li. The MoU reinforces Egypt's role as the national coordinator for China's annual training programs offered to Egyptian government personnel, and expands bilateral collaboration in capacity-building and skills development. According to the Ministry of International Cooperation, the agreement aims to support knowledge exchange, technical training, and multilateral learning opportunities across priority sectors. "This cooperation reflects our shared commitment to investing in people, which lies at the heart of sustainable development," Minister Al-Mashat said. The ministry added that the initiative aligns with Egypt's efforts to build institutional capacity and strengthen its development partnerships under international cooperation frameworks.
