Former Assiut Judges Club President Refaat al-Sayed said the majority of the people regard the recently proposed constitutional amendments as a mere “patching” procedure that would not introduce real reform. “We need a whole new constitution,” he said. “And holding parliamentary or presidential elections before endorsing a new constitution would create discord among the people.” Al-Sayed also said that the referendum on the proposed constitutional amendments would be costly and Egypt already suffers from an economic crisis.
