Egypt MPs reject govt programme in roll-vote Lawmakers reject El-Ganzouri govt's 26 February programme, but stop short of conducting vote of no-confidence
The People's Assembly (the lower house of Egypt's parliament) on Tuesday voted to reject the government'seconomic and political programme but stopped short of taking any concrete steps towards withdrawing confidence from the government of Prime Minister Kamal El-Ganzouri. MPs voted on the issue via "roll-vote," which are conducted according to lawmakers' names and respective governorates, rather than through a mere show of hands. While some MPs had hoped to state their reasons for rejecting the government programme, Parliament Speaker Saad El-Katatni instructed them to merely vote "yes" or "no" without comment, in line with parliamentary bylaws. The poll was conducted based on requests by 20 parliamentarians. Lawmakers have debated the government's programme over the course of ten parliamentarian sessions since 26 February, when El-Gaznouri first presented it to the People's Assembly. Notably, El-Katatni told assembled MPs that, according to Article 133 of Egypt's 1971 constitution, parliament had the right to withdrawconfidence from the Cabinet if the government programme was rejected by assembly members.
