CAIRO: Egypt's opposition leader and former presidential candidate Mohamed ElBaradei has proposed a roadmap for transition for Egypt on Friday. The former UN atomic energy chief said that the civil state should be the way forward for Egypt. In a statement posted on his Facebook page, ElBaradei said the new charter “must define the political system and guarantee a civil state, rights and freedoms.” A president would then be elected “whose powers are defined by the new constitution” followed by elections for a new parliament, he said. “After a year of fumbling, it is time to agree on correcting the course,” he said. On Tuesday, a day before hundreds of thousands of Egyptians took to the streets in anti-military demonstrations on the one-year anniversary of the January 25 uprising the year before, ElBaradei called for dialogue in the country. ElBaradei said in a comment on his personal Twitter account that the drafting of a constitution, ensuring state security and economic recovery, enacting judiciary and media reform, and granting retribution for the martyrs of the revolution are among the most important challenges facing the parliament. Long seen as a leading candidate for the presidency, he withdrew his nomination recently, saying that he cannot run amid a continued absence of democratic mechanisms. He also said that one of the priorities of the newly elected parliament should be the abolition of all repressive laws, even before the drafting of a new constitution. He hinted at his willingness to act as the head of a national council for the revolution that would serve as the speaker of the revolutionary forces when handling governmental talks.
