Animal rights activists in Quincy are speaking out about the petition-driven Puppy Mill Cruelty Prevention Act as well, saying the regulation of dog breeders in Missouri affects pet owners and advocates just as much on this side of the Mississippi. “It doesn't affect the laws in Illinois, but since we're right on the border, it does affect Quincy,” said Jane Holt, director of Paw Pals, a Quincy nonprofit that offers supplies and veterinary care to low-income pet owners. Animal Defense League banner on Hawthorne Bridge: “OHSU: Stop Killing Monkeys Now!” Animal rights activists stretched a 60-foot banner across the Hawthorne Bridge this morning targeting the Oregon National Primate Research Center at OHSU.
