Egypt's Minister of Finance Ahmed Kouchouk has reaffirmed the government's commitment to implementing the first phase of the tax facilitation package under the guidance of President Abdel Fattah El Sisi, with a focus on restoring taxpayer trust. Kouchouk said collaboration within the economic ministerial group is enhancing efforts to foster a more attractive investment climate. He noted that tax offices, centres, and regions have begun applying the "tax facilitation" laws, offering exceptional incentives and clear guidelines to simplify the tax system and improve the business environment. "I will be with my colleagues, taxpayer partners to address obstacles in tax offices and centres," Kouchouk added. "Our qualified staff is available to provide both in-person and digital technical support to maintain effective communication with the tax community." "Our goal is to offer fair and incentivising tax services to all taxpayers. Together, we start a new chapter with trust, partnership, and support. We have analysed the tax challenges, set our priorities, and the facilitation package is now in effect," he said. Kouchouk added that non-traditional solutions are being implemented to resolve tax disputes and close old files. He noted that a sample-based inspection method is being introduced across all tax centres this season, with late penalties capped at the original tax amount. Addressing the business community, Kouchouk urged investors to "plan your projects and understand your future tax obligations through the Egyptian Tax Authority's pre-approval system." He said expanding the tax base will focus on reducing burdens and obligations for taxpayers, cutting costs, and encouraging fresh registration with no past considerations. Kouchouk stressed that small taxpayers, with annual revenues up to EGP20 million across all activities, are eligible for unprecedented incentives, exemptions, and facilitation measures under the simplified tax system. He noted that independent entities are assessing the implementation of the "tax facilitation" measures from the taxpayer's perspective. He concluded by addressing the Egyptian Tax Authority staff: "We have confidence in your ability to foster a positive new relationship with taxpayers.
