Cairo Governor Abdel Azim Wazir proposed a special legal framework for Cairo in its capacity as the capital. This framework will be completely separated from the current local administration law. The governor has also called for a special chapter relating to the capital in the proposed law, as is the case with other European countries such as France, wondering: "Is it better to deal with Cairo as a governorate like the others or a capital with its own legal framework?"
During a symposium organized by Ain Shams University, Wazir described the problem of slums in the capital as serious, especially after Deweiqa rockslide which killed thousands of people.
Unfortunately, Egypt is still suffering from the accumulations that have happened over the past 70 years, he said, adding: "This does not mean that I'm accusing my antecedents, who perhaps had other priorities than the ones we have now." The ministry is trying to combat the problem of overpopulation by transferring four ministries from the area of Qasr Al-Aini to the northeast of the capital. In addition, it aims to transfer the majority of departments from the building of the Egyptian Radio and Television Union (ERTU) to the Media Production City. 117 rooms at Tahrir Square Building have been emptied in preparation for the building hosting exhibitions, libraries and cultural activities.
With regard to the problems of traffic jam in Cairo, Wazir said the city Cairo can not absorb six million cars while their absorptive capacity is only 500,000 cars. He added that Heliopolis metro and tram would be developed and their lines would go from the Faculty of Girls to New Cairo.
