He stressed that the political process to resolve the Libyan crisis was stalled by international interventions, adding that there were high hopes that Libyan Political Agreement, which was signed on 17 December 2015, in Morocco, would be a vital factor in reaching a settlement. al-Zarqa accused Special Representative of the Secretary-General and Head of the United Nations Support Mission in Libya (UNSMIL) Martin Kobler of being bias to militant groups, after he has insisted on integrating these terrorist groups into state institutions, especially security agencies.
