The Egyptian cabinet's Legislative Committee along with the Supreme Electoral Committee reformed the constitutional announcement's article 39, enabling Egyptians abroad to vote in upcoming parliamentary elections. The Legislative Committee held a meeting Saturday, November 14 with the Supreme Electoral Council (SEC) at the Ministry of Justice's headquarters during which they agreed on the reforms. The changes will be presented in this week's first cabinet meeting and passed on to the Supreme Council of Armed Forces for final approval. Egyptian Minister of Justice and head of the Legislative Committee Mohamed el-Gendy said the article's reforms allow Egyptian ambassadors and consuls in all countries to supervise voting. The reforms will allow no judicial supervision over Egyptian voting abroad. El Gendy also said the decision solved the obstacles that faced expatriate Egyptians in the voting process. The new legislation includes establishing electoral committees inside all Egyptian embassies and consulates in accordance with the number of voters in each country. Egyptians abroad will vote using their national IDs, passports and electoral region in Egypt, said a senior judicial source. The SEC will gather names and information of Egyptians abroad who recorded their data from November 10 to November 19. The committee will then list their names and send them to the embassies to inform every Egyptian of their electoral region in Egypt.
