Egypt has formed a High Committee for Medical Liability and Patient Safety and launched a government-backed insurance fund to compensate patients for deaths, disabilities, or injuries resulting from medical errors, the ministry of health said Wednesday. The move follows Prime Minister Moustafa Madbouly's decree No. 3971 of 2025, which appointed Hussein Khaled, former Minister of Higher Education, as chair of the committee, and Mohamed Ahmed Abdel Wahab as secretary-general. The committee includes senior officials from the ministries of health, higher education, defence and military production, and interior, as well as chief forensic officers, hospital administrators, and medical school deans. It will meet monthly or as needed. According to the ministry, the Government Fund for Insurance against Risks Arising from Medical Errors was established under the Medical Liability and Patient Safety Law and will be overseen by a board of seven directors, including two experts in insurance or investment. The fund is designed to provide financial compensation for individuals harmed by medical errors, aiming to strengthen patient protection and promote accountability within Egypt's healthcare system. Health Ministry spokesperson Hossam Abdel Ghaffar said the move reflects the government's commitment to improving medical safety standards and ensuring that patients affected by clinical errors receive timely support.
