Egypt media reported making a constitutional out of Egypt's ruling military council situation and the expatriates' right in voting in the Egyptian elections.
Youm7:
A group of legal experts finished the draft of constitutional articles to be submitted to the committee of preparing the constitution of articles concerning the determination of the situation of Egypt's ruling military council. The constitution provides the military institution will be included in the constitution. It also provides the post of the chairman of Egypt's ruling military council will be separated from the post of Minister of Defense as the chairman of the military council appointing the Minister of Defense.
In addition, the budget of the military Forces Faculty will be included in the budget the parliament will discuss without going into further detail. The parliament will later appoint a committee to discuss this budget in detail.
Al-Ahram:
The Egyptian Legislative Ministerial Committee chaired by Egyptian Minister of Justice discusses the amendments to the Law of practicing political rights and the Law of Peoples' Assembly and Sura Council to enable Egyptian Expatriates to vote in the upcoming elections. The diplomats in Egyptian embassies worldwide will be given duties and responsibilities of the Judges.
Al-Masry Al-Youm:
A report about economic freedom in the Arab world revealed Egypt, Yemen, Lebanon, Morocco, Palestine, Algeria, Syria, Sudan, Djibouti, Comoros, Mauritania, and Iraq were ranked lower than 50 percent. As for world nations examined, Singapore came in the first ranking, according to independent newspaper Al-Masry Al-Youm.
The report is discussed in the sixth conference of the Economic Freedom of the Arab World in Beirut entitled, ‘Economic impact on the Arab Spring; chances and challenges facing free market policies.' Friedrich Naumann Foundation organized the conference, in coordination with Fraser Institute.
Al-Akhbar:

The Kurds are seeking for Kurdish nationalism and Egypt understands their problem.
Al-Shorouq:
U.S. secretary of States Hillary Clinton is the one responsible including items among the provisions of military aid to Egypt in the bill of the 2012 budget drafted by the senates. The items proposed part of the military aid will be taken for economic programs and supporting the democracy.
Al-Gomhorreya:
Egyptian Ministry of Local Development will consider delaying the formation of the municipal councils after the parliamentary elections in Egypt, said sources of the ministry.
