Pre-final document of above constitution articles completed
Published in Youm7 on 05 - 09 - 2011

Members of the Committee responsible for reforming constitution reformed the articles 21 times. Youm7 got the draft text of above constitutional articles.
The documents consist of three pages and include 33 articles, 12 of them added to the old one.
The document is fundamentally changed; the first article in the first chapter is canceled. A new chapter called ‘constitutional assurance for principals and freedom' is added. This new chapter includes six articles. The first article has ten sub-articles and the second article has 17 sub articles.
The first article has been slightly changed. The phrase “dominion of the law' is replaced by the ‘rule of the law' in order to confirm commitment of issuing judicial ruling. Also the ‘Arab Republic of Egypt is a civil democratic state' is replaced by the ‘Arab Republic of Egypt is a democratic state with a unified civil system." Continuation is as follows:
• "The Arab Republic of Egypt is a democratic state with a unified civil system. It is based on citizenship, the rule of the law, plural respect, achieving freedom, justice and equality for all citizens without discrimination. Egyptians are part of the Arab nation and work to achieve Arab unity and defend it."
The second article was also reformed in order to solve the dispute. It states, "Non-Muslim principals are the main source to judge their personal status and religious affairs.” Meanwhile, the second article states, "Non-Muslims appeal to their rules in their personal status and religious affairs."
The second article confirms Islam is the official religion in Egypt, Arabic is the official language and the principals of Islamic law are the main recourse of legislation.
The third article is about the political system of the state and has been reformed. It clarifies new political parties should not be based on any religious, geographic or any other basis that opposes rights and freedoms. Political parties are banned to practice any military activity.
The documents stressed on setting a maximum period for executive political posts. It also connects taking responsibilities and undergoing accountability as well as focusing on citizens' right to supervise political work.
A paragraph has been added to the fourth article about holding elections through direct and secret voting. It stressed on right voting. The word ‘authorities' is replaced by ‘all authorities.'
The old fifth document is divided into two articles. Now it is ‘achieving justice for the entire citizen" instead of "achieving justice for all citizens."
The old sixth article was also divided into the seventh and eighth articles in ‘which community, cooperative, public and private sectors are participating in.'
The eleventh article has not been changed or reformed. It is about the freedom of religion.
The twelfth article was, ‘the Egyptian nationality is the inherent right of all citizens. It is forbidden to drop the nationality or dismiss any citizen out of the state or prevent him from reentering the state without court ruling."
But it has been reformed to, "the Egyptian nationality is an inherited right of all citizens. It is forbidden to drop the nationality or dismiss any citizen out of the state or prevent him to reentering the state without court ruling or for national security reasons, according to the free democratic society."
The thirteenth article is divided into two articles, "Everyone has the right to freedom of thought, opinion and expression in both public and private fields. This opinion must not harm the rights and private life of others. The freedom to press and media is granted but forbidden to censor or confiscate media without court ruling and for limited time."
The old thirteenth article included both freedom of opinion and press.
