Egypt press reported the formation of an independent body for the development of Sinai, the end of the Hajj pilgrim's crisis, in addition to Mohamed El-Baradei's warning of the application of the single-vote electoral system because of the deteriorating security situation. A prominent legal scholar said the former President Hosni Mubarak's illness will not prevent him from being executed. Youm7: The chairman of the Financial Supervisory Authority, Ashraf El-Sharkawy, said the authority committed itself to freezing the bank accounts all the officials who were forbidden to have access to their money. The action will be implemented as soon as the decision of the Attorney General is made final, including the former Egyptian President Hosni Mubarak's family's properties. He added the Authority did not freeze funds from USAID. He added the FSA seeks to change insurance fund laws. A group of Bedouin tribal elders told Youm7 about their problems. Among their demands were lowering the taxes and a development to economic to affect security. They said unemployment is to blame for the violence in the area. They also asked a special committee be formed to investigate the problems. El-Ahram: The Minister of Irrigation and Water Resources, Hisham Qandil, said there are innovative technological solutions and innovative science to address the problems of irrigation and water systems. He proposed providing new job opportunities, which the ministry is in the process of implementing. Qandil added Lake Nasser is an untapped resource and there has been negligence in its maintaining like there was in Toshka spillway. But Wandil is working on a remedy for that situation. He also said he is working with Nile basin countries to come to an agreement regarding the Ethiopian Millenium Dam. El-Akhbar: El-Akhbar published documents revealing the fortune of former businessman Ahmed Ezz, his two wives and his children. According to the report, they amassed a fortune exceeding 10 billion EGP (U.S. $1.7 billion) in company property and real estate, in addition to funds in banks within and out of Egypt. The Illicit Gains Authority denied Ezz and his family access to their property, which include 27 villas, palaces and apartments; acres of land and a private jet; and 25 companies, stocks and dozens of company cars. Professor of Criminal Law, Mohammad Farhat, told El-Akhbar Mubarak's illness would not exclude him from serving a death sentence. He also pointed out if he is sentenced to imprisonment, the sentence can be suspended it the illness is fatal. Farhat explained the decision to pardon and suspend the sentence is the Supreme Council of the Armed Forces' (SCAF) prerogative. Al-Masry Al-Youm: The newspaper said the armed forces launched a campaign to address violations at the Atf power plant. The Egyptian Minister of Electricity and Energy, Hassan Younis, instructed the heads of companies to report all violations and address them by all legal means. According to an official source at the Ministry of Electricity, Younis is taking deterrent measures to protect power plant providing power throughout Egypt. The Egyptian Minister of Irrigation and Water Resources, Hisham Qandil, issued an command to speed up the completion of the project to protect Wadi El-Arish, which includes the completion of 5 dams worth 3.2 million EGP (U.S. $537,000). The issue also includes beginning to build an additional 15 dams and drilling a number of shallow wells in Wadi El-Arish and deep wells in central Sinai and 15 wells throughout Egypt for agricultural purposes. The Egyptian Minister of Industry and Commerce, Mahmoud Issa told the newspaper the ministry will create an independent body for the development of Sinai. It will identify suitable projects for environmental conditions in Sinai and also agree on a list of incentives to attract investors and such exempt them paying customs duties and taxes and facilitate the exporting process. El-Gomhorreya: The Egyptian Minister of Civil Aviation, Lutfi Mustafa Kamal, said the crisis of the Hajj pilgrims stuck in Jeddah Airport would be resolved within two days after he contacted Saudi Arabian authorities. He ordered the formation of a committee from the Ministry of Aviation to meet with Saudi Arabian officials to find out the causes of the crisis and make sure it is not repeated. The Egyptian Minister of Planning and International Cooperation, Fayza Abul Naga, said the International program of economic aid to Egypt, will be directed to small and micro enterprises and will amount to about U.S. $140 million. The program began in 1988 at U.S. $10 million, and aims to encourage an entrepreneurial culture in Egyptian society, pointing out it include the help of NGOs.
