She said the reason she moved there was to be near nature and to watch deer. “There are virtually no deer left,” Holland said. “I think I've seen, over the past year, two deer.” Kentucky Couple Pleads Guilty In Animal Cruelty Case A Rowan County couple charged with 14 counts of animal cruelty pleaded guilty in the case Wednesday. James and Luevern Fultz both entered into a plea agreement in Rowan County District Court. Investigators say they found more than a dozen dogs in the couple's home in September, many sick, starving, and in living in filthy conditions. James Fultz told LEX 18 on Tuesday that he could not afford a vet, but tried the best he could to take care of his animals. Dog Breeders Wary of Missouri Referendum Animal rights activists may have lost a two-year battle earlier this year to pass “puppy mill” legislation in North Carolina, but the war isn't over. North Carolina farmers and commercial dog breeders are casting a wary eye toward a referendum on Missouri's November ballot: Proposition B, the “Puppy Mill Cruelty Prevention Act.” Opponents see the ballot measure — which won with 51.6 percent of the vote Nov. 2 — as an avenue for animal rights groups in other states to regulate a lot more than commercial dog breeding operations.
