Russian President Vladimir Putin approved an amendment to the loan agreement with Egypt for the Dabaa nuclear power plant, allowing repayments to be made in Russian roubles. The loan deal—originally signed in November 2015—was amended in September 2024 to shift repayments from foreign currencies to roubles due to difficulties with settlement in less favourable currencies. The final approval came from Putin after both governments signed the protocol last year. Russian Deputy Finance Minister Vladimir Kolychev noted that Egypt had fully repaid earlier dues by early 2024 and continues to meet its payment obligations on schedule. The Dabaa plant, located on Egypt's northwestern coast, is being built by Russia's state-owned Rosatom under a $25-billion agreement.
