Eng. Nabil Abbas, Vice Chairman of New Urban Communities Authority (NUCA), said the mechanisms of Bids and Tenders (Law 89/ 1998) will hinder (NUCA)'s role as an economic authority and a development for investment in new cities. Abbas added that (NUCA) has started to establish new city of El Alamein on an area of 88.5 thousand feddan, so there must be an incentives for those who interested in investing in this region, as well as 44 urban society will be established by (NUCA). Abbas has emphasized that we should not only look into the direct financial revenues which will achieve from the area, but also we keep in mind how many job opportunities will be provided to change our culture from the concept of sale to the investment.
