Egypt's new system of governance will limit the president's powers and create a strong, active parliament, according to Deputy Prime Minister Yehia al-Gamal. Gamal's statements to MENA on Thursday suggest the likelihood that Egypt will shift to a parliamentary rather than a presidential system. In March, Egypt's ruling Supreme Council of the Armed Forces (SCAF) issued an interim constitution composed of 63 articles to run the country during its transitional phase and abolished the 1971 Constitution, which granted the president far-reaching powers. Egypt is planning parliamentary elections in September, to be followed by presidential elections before the end of the year. The Parliament will be tasked with creating a new constitution, according to the interim declaration. Gamal also told MENA that Egypt would adopt economic reforms to achieve a free market economy, adding that the state will actively impose social equality between all sects of the community. Gamal revealed that municipal councils would be disbanded and said the ministers of manpower and finance are studying ways to ensure fair payment for civil servants.
