The terrorist attacks that hit Sheikh Zuwaid city, North Sinai, two days after the assassination of Egypt's Attorney-General Hisham Barakat and other attacks in provinces of Cairo, Giza and Kaliobeya prove Egypt faces a real regional war. The war planned by powers of treachery in Istanbul, Doha and the Gaza Strip and carried out by terrorist groups like the Muslim Brotherhood (MB), Ansar Beit Al Maqdis and Jund Allah mainly seeks to make Egypt and its people kneel. We may not have a solution at the horizon to face this war that weighs down our hearts; our sons are being killed, kidnapped and slaughtered while we are still committed to implementing correct measures of law. For a long time, we have attributed the delay in the issuance of amendments to the Code of Criminal Procedures to the lack of political will until we heard the president two days ago speaking angrily with judges. "In vain, we have waited for you over two years to issue decisive anti-terror laws," the president said. Who, then, tripped the political will? And who has interests in killing our soldiers through orders flowing from those sentenced to death behind bars, since the Criminal Procedures Law protects them? Gentlemen, Days proved that trembling hands cannot build, and that terror is inversely related to the way it is confronted; it weakens if strongly confronted and vice versa. This equation has been proved to be true over the years, from the day of King Farouk and his successive governments till former President Mubarak. It is wrong to deal with the battle against terror as a conventional one where tools such as aircraft, mortars and tanks would be used; it is based on analyzing tip-offs, and implementing innovative ways according to the highest level of training. The framework of war against terror is not determined by guns, but by means to withheld these groups from access to logistical support including weapons, cash and safe training camps. Hence the talk without equivocation on the role played by Hamas Movement on the eastern border becomes of high importance. It has been repeatedly proven that the movement and its military wings provided logistical support to terrorist groups in Sinai. As long as money, arms and other logistical support poured down on those groups through Hamas' intermediaries, the bloodshed of our sons would continue. Leaders of Hamas terrorist movement and other elements who supported or fund-raised the terrorist groups must be relentlessly punished. Here we do not re-invent the wheel, since we have a wide experience in facing terror in the nineties of the past century and at the beginning of the third millennium, forcing terror to either lay down weapons unconditionally as happened with the Jihad and Jama'a Islamiya terrorist groups in the nineties of the last century or to go in a lengthened hideout as happened with al- Tawhid and Jihad in 2006. Old Facts: Three months ago, I wrote a letter to Mr. President Abdel Fattah Al Sisi on our experience in confronting terrorism in the nineties of the last century, keeping in mind the differences between the two battles. The two main problems that faced the security forces from 1990 to 1994 represented in the lack of an integrated database for terrorist organizations, its internal configurations, its foreign extensions and ways of financing and providing logistical support to them, and in the absence of police personnel qualified for this type conflict. Over nearly six months, police forces, under leadership of Major General Ahmed al-Adli, have gathered and analyzed tip-offs to reach a comprehensive map of terrorist groups in the whole region. Coinciding with that plan, large groups of the best officers in the State Security sector were sent to a number of countries known to have possessed anti-terror specialized units, leading to the formation of the anti-terrorism forces. In 1994, the matters went in favor of security circles through consecutive strikes that made the terrorists lose their senses and surrender in the end. Why Sinai ?! In an interview with Palestinian President Mahmoud Abbas for the Al Bawaba newspaper, he talked for the first time about Igor Island Project, a project Israel intends to implement with Hamas Movement. The president added that Turkey had sponsored an agreement between Hamas and Israel to set the project- prepared by Israel's national security adviser, Major General Igor Island- in motion. The project seeks to establish a Palestinian state in the Gaza Strip and territories in the cities of Rafah, El-Arish and Sheikh Zuwaid for the resettlement of Palestinian refugees, in a bid to settle the Palestinian issue at the expense of the right of Palestinians in Jerusalem as the capital of the Palestinian state, and give up the right of return for refugees, and to replace the Palestinian Authority with Hamas. President Abu Mazen's views were confirmed through all subsequent events, including the terrorist attacks against Karam Al Qawadis crossing and the Battalion 101. The events revealed a wicked plan adopted by Hamas, and sponsored by Turkey, Qatar, Israel and the U.S., to exercise pressure on the Egyptian military to stripe a 1600 -kilometer square of the Sinai Peninsula. Later on, Hamas, according to the scheme, conjures up a war with Israel, prompting the Israeli army to invade the Gaza Strip, while the Izz el-Deen al-Qassam Brigades, the terrorist wing of Hamas, force Palestinians to cross borders, creating a de facto state in Sinai; the aggrieved parts can resort to the United Nations. It was not surprising, then, for the Hamas movement to enter more than two thousand fighters of Izz al-Din al-Qassam Brigades into the northern Sinai region and to smuggle large quantities of arms purchased from Libya into Sinai to be used in firstly against the Egyptian army, with the help of Ansar Beit Al Maqdis and secondly to safeguard the new reality on the ground. Abu Mazen confirmed the MB international organization's conspiracy to hand Sinai on a silver plate to Israelis and Americans was ratified by ousted president Mohamed Morsi following the Israeli aggression on the Gaza Strip in 2012. The June 30 revolution came to undermine the hopes and dreams of US president, Netanyahu, Morsi, Khaled Meshaal, and all traitors who had plotted against this country. Head of the snake: Following the overthrow of its mother organization in Egypt, leaders of Hamas sought to unite all terrorist elements in Sinai, who multiplied in the era of Morsi, under the leadership of Izz el-Deen al-Qassam Brigades, the terrorist wing of the Hamas Movement, to direct painful blows to the Egyptian army, especially in the territories formerly planned to be removed in favor of the idea of resettlement. Israel has exploited the "Igor Island" project to solve a demographic problem as the number of the Palestinian population steadily rises, threatening the existence of Israel itself in the future, prompting the Zionist state to adopt either this project or the Jewishness of the State. Finally, there remain a number of urgent procedures and solutions, which contribute, in light of the current situation, to combat terrorist plans, including: First, a speedy issuance of an anti-terror law is essential to remove all security and legal loopholes exploited by terrorists and their supporters. Second: the establishment of emergency state security courts to deal with defects in terror-related legislation. Third, the application of a number of urgent security and intelligence procedures including: 1. Besieging Hamas organization regionally and internationally and cutting its contacts with Ansar Beit Al Maqdis terrorist group. 2. Enhancing security measures at airports in order not to allow terrorist elements coming from Turkey, Tunisia, North Africa and Sudan to infiltrate Egypt. 3. Studying the activities of terrorist groups in Syria and Iraq, especially the Islamic State (IS) and Al Nusra Front, and training security forces how to respond to that type of operations. 4. The establishment of good relations with the Sinai tribes, urging them to cooperate with the army and to support them and protect them from terrorist elements. 5. Decoding terrorist organizations' wireless messages. 6. Intensifying the use of unmanned aircraft technology in Sinai and the use of modern tapping and surveillance means. 7. Reacting speedily to the attacks. 8. Taking advantage of the Iraqi, Kurdish and Afghan experiences to abort suicide attacks. 9. Thwarting the militants' attempts to organize and create popular incubator in the middle of Sinai. 10. Launching an intensified media campaign to aware people of the dangers of terrorist groups in Egypt.
