CAIRO: A bill to enfranchise Egyptians abroad is being drafted as an amendment to Egypt's constitutional declaration. The bill would allow Egyptians residing abroad to vote in upcoming parliamentary elections under the supervision of diplomats and consuls in Egyptian embassies, according to Abdel Moez Ibrahim, head of the High Electoral Committee. The bill will outline the rules and measures of voting abroad and guarantee enfranchisement for expats, he said. The measures are being taken amid meetings between Egypt's cabinet and ruling military council to fulfill the administrative court's verdict allowing expats to vote, according to Ibrahim. Once the amendment to the constitutional declaration is issued, there will be an announcement calling for Egyptians abroad to register themselves in their local embassy or consulate so they can be counted. Egypt's first post-revolution vote is slated to begin November 28 with the first of three rounds of elections for the People's Assembly, the lower house of Egypt's bicameral parliament.
