He said the decision was a result of problems of choosing members of such councils in different Egyptian governorates, adding the main priority for local councils is to represent different trends. They will face accusations of carrying out illicit gains during the former regime of former Egyptian President Hosni Mubarak. The session is scheduled amid tightened security measures. Libya's ruling Transitional Council announced the liberation of Libya after the death of Libya's former leader Muammar Gadhafi. The council also announced October 23 as Libya's national day of liberation. Gadhafi's son, Seif al-Islam, pledged to resume a resistance to regain power in Libya. Egypt's Mufti, Ali Gomaa, said the former leader of Libya is infidel. A Libyan delegation arrived in Cairo to negotiate with Egypt's officials and repair Libya's electrical network. Al-Akhbar: Egyptian high-profile scientist Ahmed Zuwail is scheduled to deliver a speech to Egyptians on Saturday October 29 on Egypt's state TV about education and scientific research. Zuwail praised Egypt's Ministry of Education's role in developing the entire organization of education. He also praised schools of outstanding students, which the ministry decided to execute this year, adding the schools will be linked to Zuwail City for technology. Management of Egypt's stock market received a statement from the Holding Company of Orascom to deny claim of the escape of Egypt's businessman, Naguib Sawiris, and his brother from Egypt. The company added that Naguib Sawiris is not a member of the Orascom board. Al-Masry Al-Youm: Egypt's Minister of International Cooperation, Fayza Aboul Naga, said 26 unlicensed organizations received about U.S. $53 million. She revealed U.S. organizations working in Egypt received U.S. $47.8 million, while Egyptian organizations received U.S. $5.8 million. The newspaper highlighted the Democratic Coalition is researching way to raise the Islamic Sharia as the main reference of Egypt's constitution as an electoral slogan during the next parliamentary elections. The Democratic Coalition, led by the Justice and Freedom Party, is working to coordinate with Salafi parties. Leader in the coalition Waheed Abdel Maguid said there is an electoral coordination with the Nour Party in Giza. Al-Shorouq: "Different reservations raised by Egypt's Family House about the unified law of warship places will be discussed in the Cabinet tomorrow," Egyptian Minister of Local Development Mohamed Ateya said. He added the government will study the demands raised by some authorities about issuing an independent law for Coptic Christian worship places. Differences of opinion recently increased about the unified law of worship places especially since the Family House refused the law about adopting an independent law for Coptic Christian places. Although Egypt's investments in the drug industry notably increased, Egypt's export of drugs did not increase, according to an official in Egypt's Industries Union, Makram Mehana. He added there are many obstacles that challenge the drug industry in Egypt, such as unfair pricing, which impedes the exporting process. Al-Gomhorreya: Egypt's Ministry of Local Development will hold a number of meetings this week to execute protocol of establishing eco-villages in Egypt. The Desert Development Center sent a delegation to Fayoum to study three sites allocated to execute a project as an experimental model to pave the way and be implemented in different Egyptian governorates. Director General of High Council of Archeology, Mustafa Ameen, said a memo of understanding is currently prepared between Egypt and the U.S, aiming to confront the smuggling of monuments. Measurements are taken to arrest and prosecute those smugglers in addition to take legal measures to restore these monuments. Ameen discussed with U.S. officials about drafting a program to train inspectors of monuments to confront attempts of smuggling of Egypt's monuments.
