CAIRO: The conditions of the supreme managing leaders of the dissolved National Democratic Party (NDP) must be reviewed. Not all of them should be excluded from the political scene in Egypt, said the UN administrative reform and anti-corruption expert, Ahmed Sakr. Sakr told Youm7 the call of exclusion must be based on the performances and actions of such leaders during the past period. Those who took advantage from their positions, abused their power and employed the state's potentials for their own interest must be excluded. The corruption they caused was not only political, but also administrative. The exclusion rules must be fair to make sure no one will be oppressed. Exclusion shouldn't be based on identity, specially since if someone belongs to the NDP is accused unless he was involved in the corruption cases. Only Judges who have enough experience in law must issue exclusion calls. The law of perfidy cannot be used because one cannot bring a law from a locker and use it, according to Sakr. He also said the Egyptian January 25 Revolution took place to achieve a state of justice and not to establish an unfair state again. It should be noted Prime Minister Essam Sharaf decided to exclude all the NDP leaders, about 8,000 members in total.
