CAIRO: The former Arab League Secretary General has expressed his displeasure at new ‘principles' announced by Egypt's ruling military council on Tuesday. "There is so such thing as ‘ruling principals,'” said Amr Moussa, referring to an announcement by Maj. Gen. Mohsen al-Fangary on Tueday. “Ruling principles must be part of a constitution.” Moussa, who resigned his post as Secretary General in April, is expected to be a candidate in Egypt's upcoming presidential elections. Mousa said the constitution contains ruling principals but that they are useless without the constitution. “No principals can be above the constitution or it would turn into a second-level document, and this is not acceptable,” said Moussa. Moussa also refused the idea of the presidential council, which was suggested by some political forces. "How can the presidential council begin holding authority while we are in the fifth month of the transitional phase?" asked Moussa. "We need a democratic process in which people elect a president," he added . Moussa said he is busy now with the current conflict and tensions in Egypt. He said he hopes the transitional phase will pass so normal political life can resume. Regarding the threat by some demonstrators to close the Suez Canal if their demands are not met, Moussa said Egyptians will not accept the closure of the canal because it is a vital source of income. "Revolution Youth will never demand closing the Suez Canal," Moussa said.
