Judicial sources affirmed that the legislative committee started to review suggestions presented by the High Electoral Committee, in order to execute a ruling giving expatriate Egyptians the right to vote in the upcoming parliamentary elections. Suggestions are made to the military council whose decree will amend the constitution to enable the expatriate vote. The suggestions included amending Article 39 of the constitutional announcement, which says that the upcoming elections will be held under complete judicial supervision. The amendment would exclude the estimated 8 million expatriate Egyptians from judicial supervision. Consuls and ambassadors working in the diplomatic corps will instead monitor the elections. Certain instructions and conditions will be set to prevent manipulation during the elections. Partial judicial supervision will focus on ballot boxes containing secret ballots. The suggestions also included new legislation permitting the use of passports with national IDs during voting. Judicial sources said that the military council must review these suggestions to issue a decree amending the constitutional announcement.
