CAIRO: The Supreme Council of the Armed Forces (SCAF) and political parties agreed on eight provisions after a meeting Saturday, touching on many important issues in Egypt, including the electoral law, the Emergency Law, excluding former National Democratic Party members from future office, and other prominent pieces of the national debate. All attendants agreed on eight points: 1: Sessions of the Peoples Assembly shall be held the second half of January 2012, after the declaration of election results. Sessions for the Shura Council shall be held after the declaration of election results on March 24, 2012. There shall be a call for holding joint sessions between the People's Assembly and the Shura Council during the last week of March, or the first week of April 2012. Members of the Constitutional Body, who are authorized to draft the new Constitution in Egypt, shall be chosen in accordance with an honor code which will be put by all political powers and movements. Presidential nominations will take place the day after a new constitutional referendum, in case the result ratified the constituion. 2: Amending Article 5 of the Law of the Peoples' Assembly and Shura Council, to allow parties members to run separately from party lists for individual candidacy seats. 3: Considering to not use the Emergency Law, except in criminal cases, and considering to issue legislation preventing members of the dissolved National Democratic Party to participate in political life. 4: Not referring civilians to military trials except for crimes criminalized by military laws. 5: Issuing a decree to toughen punishments for electoral crimes, provided for in the Law of the Practice of Political Rights. 6: Parties shall honestly and honorably adhere to the importance of cooperation, to achieve and implement all security measures, and to resist any faction's attempt to corrupt relevant measures. 7: Welcoming all municipal and foreign organizations to watch and follow elections, in accordance with what is agreed upon by the Supreme Committee of Elections. 8: All participating parties in the Supreme Council of the Armed Forces' meeting shall agree on regulations for choosing the Constitutional Body as a honor code, which all sides shall adhere to and that will be provided for in the relevant code in choosing the Constitutional Body and the draft of the constitution.
