CAIRO: Egypt's ruling military council will announce new amendments to the parliamentary law soon, according to Adel Moiz Ibrahim, chairman of the Cairo Court of Appeals and head of the High Electoral Committee. The amendments will be to the election law for both the People's Assembly and the Shura Council. The council will also issue a decree regarding division of electoral constituencies In exclusive remarks to Youm7, Ibrahim said the decree will be issued on September 26. It will include the parliamentary election dates and will call on candidates to run for elections. Ibrahim said the elections will be held in three phases. The committee has not yet received any response from the military council to the proposals it has submitted, Ibrahim said. The proposal suggests opening nomination for People's Assembly candidates on September 27 and suggests the election be held in three phases. The first phase will be November 21 with a run-off election on November 28. The second phase would begin December second with a run-off December 14, and the third would be December 17 with the run-off on January 3, 2010. The committee also proposed holding Shura Council elections in three phases from January 22 through March 17. The amendments will be conducted in the light of political powers' demands including applying Party-list proportional representation system, not the individual system, and allowing the small parties have parliamentary seats.
