Mohamed el-Baradei, former head of the U.N.'s atomic agency and a likely Egyptian presidential candidate, prepared a human rights document which contains the main human rights included in different treaties signed by Egypt. The document includes rights which have not been implemented in Egypt in addition to defining the civil state as the country which ensures equality among all citizens, religious freedom and freedom of expression without imprisonment or military trials. El-Baradei said in a clip broadcasted on YouTube, "We are still living in the stage of slogans of civil or religious states; there is anxiety over the nature of the next state." He said this document, if approved by the people, will be a permanent charter which will not be amended. He added that his document includes international human rights and aims at overcoming the current stage of anxiety in Egypt. El-Baradei said Egypt's constitution should ensure the establishment of a civil state. He said, "The dignity of the people should be protected regardless of affiliations to the Brotherhood or the left wing." He added that such a document exists in all countries of the world and said that "respecting human rights, countering poverty and protecting our dignity has no relation with privacy." Arabic here.
