Egypt can re-negotiate the framework convention of the Nile Basin countries and has the opportunity to amend some of its articles, said the Ugandan Ambassador to Egypt. Egypt can also offer proposals before ratifying the treaty by six downstream countries he added in an attemt to bring Egypt on board. The Ugandan Ambassador in Cairo, Omar Opoulva, expressed his country's desire for Egypt and Sudan to sign the convention. Opoulva told Youm7 Africa needs four main issues; first to support democracy which would open the door to achieve; development; secondly, the economic prosperity must lift the African citizens from poverty; thirdly, to support political cooperation among the African states; and fourth, to achieve economic cooperation among African countries through achieving economic unity. The ambassador emphasized that Africa needs larger economic communities like the COMESA, not small ones like IAK.
