Egypt's Ministry of Local Development will hold a conference titled, "To a new local system in Egypt." The conference will start on May 24, 2011 and will last for three days. Representatives from the Interior Ministry and the French Ministry of Foreign and European Affairs, Local Authorities, Economy, Industry and Trade will attend the conference along with representatives from the United Nations Development Program (UNDP). The minister of Local Development, Mohsen al-Nomani, said the conference will open with speeches from Egyptian Prime Minister Essam Sharaf; Minister of Planning and International Cooperation Fayza Aboul-Naga; Foreign Minister and recently elected Arab League head Nabil al-Arabi; Minister of Finance Samir Radwan; and the French ambassador, Jean Filix. Al-Nomani said the conference will discuss issues related to local administration in Egypt and France. It will also discuss the role of governorates, members of local councils, citizens, and civil society. The conference will also examine fiscal decentralization and the local planning system, and will assess the performance of local administration. Al-Nomani said the Ministry of Local Development will decentralize governorates using programs that deal with electricity, roads, transportation, security and improving the environment and traffic. The ministry will issue guides that should help governorates plan and finance their affairs, he said.
