TRIPOLI - President Hosni Mubarak Monday conferred with Qatari Emir Hamad bin Khalifa in the presence of the Libyan leader Mummar Gaddafi ahead of a five-way summit in the Libyan capital. Ties between Egypt and Qatar have recently been strained due to what Cairo sees as constant attacks by the Qatari news TV Al Jazira of Egypt's regional policy. The mini- summit is also attended by leaders of Iraq and Yemen to discuss a Yemeni proposal to set up an Arab union. The talks also deal with efforts to revamp the Arab League, according to close sources. Mubarak did not attend a pan-Arab summit in Libya last March as he was recovering from surgery to remove gallbladder.
