CAIRO: residential candidate, Khalid Ali, welcomed the decision of Supreme Constitutional Court not to consider the law of political isolation (disenfranchisement of political rights, meant to target the remnants of the former regime of Hosni Mubarak), and declaring its incompetence, the law which was approved by the Parliament and then referred by Field Marshal Mohamed Hussein Tantawi, head of the Supreme Council of the Armed Forces to the constitutional court for jurisdiction. He said the, “This decision is consistent with the law of the court, which emphasizes the post-audit on the promulgation of the law and not before its release.” Ali warned on the time factor in terms of the formation of the Constituent Assembly to draft Egypt`s new constitution, and said that this may lead Egypt backwards to square one, and proposed that the parliament declares immediately the names of the 100 members of the assembly when agreed upon by all the political forces and all segments of the society. He added, that the assembly could include a limited number of members of parliament in their capacity as public figures and not as members of parliament, and said that he expects a ruling by the Supreme Constitutional Court states the unconstitutionality of provisions that violated the rules of equality and equal opportunities for candidates (systems of Party Coalition lists and individual system) for the membership of the parliament, which will result in the dissolution of parliament, and the presence of a limited number of deputies, in their personal capacity will not affect the formation of the Constituent Assembly in the event of a constitutional rule to dissolve parliament. He added, that the formation of the founding committee does not mean the completion of the constitution before the presidential elections, but must take sufficient time to complete it perfectly, and in line with the dreams of the Egyptian revolution.
