Some Algerians' applications for debit cards have come along with three years of waiting, the Algerian Arabic Daily ElKhabar reported Sunday. Applicants from the interior city of Bechar, which is close to the Moroccan border, have waited for any word from the Central Directorate of Algeria, only to go without any acceptance or decline of their applications. The Algerian daily speculated if the wait was indicative of political developments regarding the implementation of ATMs across Algeria, or if it was simply a matter of bureaucratic paralysis. BM
