Russia's seaborne diesel and gasoil exports fell 6 per cent in February to 3.6 million metric tons due to reduced refining output, severe weather, and drone attacks on key facilities, according to LSEG and market sources. Offline refining capacity surged to 3.5 million tons, up from 2.3 million in January, cutting fuel production. Drone strikes hit refineries owned by Rosneft, Lukoil, and others. Turkey and Brazil remained Russia's top diesel buyers, though imports declined 11 per cent and 10 per cent, respectively. Exports to Africa fell 17 per cent, with Morocco, Ghana, and Senegal among the main recipients. Russia also sent a diesel shipment from Primorsk to Syria – the first such delivery in over a decade. Meanwhile, tankers carrying 250,000 tons of Russian diesel are set for ship-to-ship transfers near Greece and Cyprus, while 325,000 tons remain without declared destinations.
