Egyptian and Palestinian sources reported that the fifth round of national dialogue will be held in Cairo today on a bilateral level between the delegations of Fatah and Hamas, to complete the negotiations on outstanding issues, particularly the issue of the government and the electoral law and the PLO. The Mediterranean Commission for Facts Parliamentary Assembly will go to the Gaza Strip and the occupied territories and Israel next Tuesday. The sources added that the fifth round of the delegations of Fatah, headed by Ahmed Qurei, Organization And Mobilization Movement Official, and Hamas, headed by Dr. Musa Obomersouk, Vice-Chairman of the Political Bureau of the Movement, will focus mainly on the issue of forming a Palestinian government of national consensus and the remaining elements in the files of elections and security. A spokesman for the Islamic Resistance Movement Hamas, Fawzi Barhoum, said that the Movement has the political will and flexibility and is ready to discuss all the options in the Palestinian national dialogue, with the exception of the American requirements. In another context, the Mediterranean Commission for Facts Parliamentary Assembly is scheduled to visit the Gaza Strip and the occupied territories and Israel, next Tuesday, on a mission to combine the fact-finding efforts and the promotion of peace through parliamentary diplomacy. The visit comes in response to a proposal made by MP Mohammed Aboualainin, President of the Energy Commission of the Mediterranean Parliamentary Assembly. The commission is to begin its work in Cairo next Monday, and will hold meetings with Dr. Fathi Sorour, President of the People's Assembly, Ahmed Abul Gheit, Foreign Minister, Amr Moussa, Secretary General of the Arab League. The delegation includes representatives of the parliaments of Morocco, Algeria, Jordan, Portugal, Italy, Greece, Palestine, Malta and Egypt. It is expected that the Committee will pay a visit to New York and Washington next month for discussions with members of Congress and officials of the United Nations on ways to advance the peace process, in light of the results of the committee's visit to the region. To that condition the Minister of Culture, Farouk Hosni, asked for the establishment of a Palestinian state and achieving security and stability in the region to normalize relations with Israel. Hosni said in an exclusive statement to Alarabiya TV Channel yesterday "There could be the establishment of normal relations with Israel if we can establish a Palestinian state and thus achieve security and stability," stressing the need to choose the right time to do so.
