France says it will use an emergency meeting in Brussels to call for better security measures in Europe. Government spokesman Stephane Le Foll quoted President Francois Hollande as telling a Cabinet meeting that the country will "speak loud and clear" when EU ministers of Justice and Interior gather Thursday. The French government is urging the EU parliament to authorize a common passenger name record for the bloc. The database contains details on air travelers, such as their names and destinations. France wants the members of Europe's passport-free Schengen area to improve their exchange of intelligence. It also wants the fight against the illegal trafficking of weapons to be on the agenda of the meeting. France had already called for these measures to be quickly implemented following Nov. 13 Paris attacks.
