Representatives for the FBI said that the bureau had offered both Egyptian and Russian crash investigators forensic assistance and other investigative help, but as of Thursday its offers had not been accepted. An NTSB spokesman said that for the last several days his agency had been answering technical questions from Egyptian crash investigators on an informal basis. Fluent in Arabic, Navon became close to his Egyptian counterpart Anwar Sadat, who signed a peace treaty with Israel in 1979 during Navon's tenure as president. Navon visited Cairo in 1980, at Sadat's invitation. Less than three months ago, President Reuven Rivlin sent Egyptian President Abdel-Fattah el-Sissi condolences upon the death of his mother. Russia suspended flights to Egypt on November 6 following the Airbus A321 plane crash that killed 224 people. "An Il-76 plane of the Emergencies Ministry has landed at the Vnukovo airport [in Moscow] with over 18 tonnes of luggage onboard, belonging to Russian tourists who left Egypt earlier on 10 transit flights," a ministry spokesperson said early on Friday. This is the 16th flight that carried the baggage of tourists, who are now only allowed to travel with carry-on luggage from Egypt back home.
