Prominent Muslim Brotherhood lawyer, Sobhi Saleh, said on Saturday he expects that the Parliament's lower house – the People's Assembly – to be reinstated on 23 September through a court verdict, arguing that its dismantling was illegitimate. The People's Assembly was defunct in June by the then ruling Supreme Council of the Armed Forces (SCAF), pursuant to a court ruling returned by the High Constitutional Court (HCC) which declared the law that regulated last winter's parliamentary elections unconstitutional. On 23 September, Cairo's High Administrative Court will decide on the appeal that was lodged against the dismantling of the lower parliamentary chamber, with Saleh convinced there is a chance the decision can be overturned. Saleh, a leading Brotherhood and Freedom and Justice Party (FJP) figure, revived the argument that the HCC is not entitled to rule on the constitutionality of the Parliament. "It is the Administrative Court that should decide on this, not the HCC." The FJP secured nearly half of the seats at the People's Assembly.
