Leaders of Egypt, Sudan and Ethiopia agreed during a mini-summit on Friday to form a committee of legal and technical experts of the three countries to draft a final binding deal on Ethiopia's hydroelectric dam on the Blue Nile and avoid any unilateral action including the dam's filling before the agreement is finalised, the Egyptian presidency spokesman said.
