The European Union will continue to work with Turkey on an upgrade of a customs union and visa-free travel for Turks to the bloc, the EU's foreign policy chief said on Friday. Federica Mogherini made the comment at a joint news conference with EU Enlargement Commissioner Johannes Hahn and Turkish Foreign Minister Mevlut Cavusoglu in Ankara. Mogherini also said that a political process needs to be started in the fight against the outlawed Kurdistan Workers Party (PKK). The issue of visa-free travel for Turks to Europe has become a sticking point in negotiations on a landmark refugee deal. Europe says that to receive visa liberalisation Turkey must narrow its anti-terrorism law, which it says is too broad for European standards. Turkey says it needs the law to fight multiple security threats.
