Egypt's Alexandria declares Thursday day off in face of heavy rain, flash floods

Egypt's Alexandria governorate announced that Thursday will be an official day off after heavy rain on Wednesday flooded the coastal governorate for the second time in two weeks.
The heavy rain also flooded Beheira and North Sinai governorates on Wednesday. Three people were killed in Beheira governorate.
The country's weather forecast authority said the rain might continue on Thursday and Friday.
Last week, heavy rain paralysed Egypt's second-largest city Alexandria and caused the death of five in weather-related accidents.
Prime Minister Sherif Ismail visited the governorate last week to examine the damages from the rain and announced that the cabinet would appropriate LE75 million ($9.7 million) to upgrade Alexandria's aging rain drainage system, which was largely to blame for the chaos that engulfed the city following Wednesday's rain storm.
On the same day of last week's flash floods in Alexandria, the governor Hani El-Messery handed in his resignation to the prime minister, amid mounting criticism of government response on social media.
However, some observers said that Alexandria's woes are a longstanding problem and that the blame should be directed at toppled president Hosni Mubarak's regime overlooked the development of infrastructure for 30 years.
El-Mesery was appointed governor in February 2015.
