CAIRO: Egyptian presidential candidate Amr Moussa said he prepared a document to adopt a decentralized system and present it to the public. He said he discussed the document with a number of youth and experts in different political, research and public circles. Moussa said if he took the presidency he would implement a turning point to a new political regime through a program with a timetable approved by the parliament. He added the new constitution should include decentralization of the system by which Egypt will be managed. Moussa raised the necessity of reconsidering the geographic division of Egyptian governorates according to the standards, which achieve objectives of decentralization. He also demanded the government to directly elect the local executive authorities and determine the terms of those officials to three or four years. He demanded the government to allow judicial supervision on such elections and to open the door for civil society organizations to monitor the elections.
