Cairo's Governor Abdel Qawy Khalifa described Tuktuk drivers as teenagers who use the vehicle as entertainment and not a mean of transportation. Tuktuks, also known as rickshaws, are three-wheeled vehicles common found mostly in working class areas of Cairo and the Egyptian countryside. He called for crackdowns in districts where Tuktuk use is widespread. He ordered police to take these vehicles into custody and send drivers to the public prosecutor to carry out legal procedures. Khalifa stressed the importance of applying the traffic law that bans Tuktuks from Cairo streets. The governor said Tuktuks are unlicensed, adding that Cairo's streets host three million vehicles daily and have no room for unsafe vehicles.
