Egypt's Committee of Political Parties Affairs refused establishing the Building and Development Party, related to Gamaa Islameya, and referred the decision to the first circuit of the High Administrative Court. The decision document explained the Party is strongly based on a religious basis, violating article No. 4 of the law of the political parties. It added the party's program raised the necessity of implementing rules of Islamic law. Committee spokesman Mohamed Eid Mahgoub said what prompted the committee to refuse establishing the party is because the party program is strongly based on religious basis. Gamaa Islameya spokesman Osama Hafez said the group will appeal against the rule in front of judiciary court, clarifying the group will take suitable decision if the judiciary refused the religious reference of the party. The party secretary, Safwat abdel-Ghany, submitted the required papers to establish the party in the committee of the political parties affairs on Tuesday.
