He says they were affiliated to riot police not the central security. The sources added Ramzy's lawyer will present a copy of the report of the meeting of the General Administration of the Central Security, held on January 27. They added the report stressed the necessity of keeping peace and security of all citizens, securing public and private facilities and strictly confronting any attempt to violate law and legitimacy. The report also highlighted orders of all forces to commit to human rights principles and freedoms. The orders were made to improve the police institution's image and to provide a suitable atmosphere in doing their job. The resources added forces of the central security received orders through official publications to assure the safety of Egyptian citizens and to ban using firearms or tear gas against the citizens. The report called for coordination between the individuals and the leaders of the area before using any weapons. The sources expected there are unknown individuals who issued orders to shoot the demonstrators.
