Human Rights report recommended that all officials of Egypt's Ministry of Interior who used to be close to the former Minister, Habib al-Adly, must be removed and that all officers accused of shooting at the demonstrators during the January 25 Revolution must be expelled. The report that was issued by the Arab Association for Human rights (AAHR) over police violations after the January 25 Revolution, said it was important to change certain articles in the penal code and that punishments of torture crimes must be restricted. The report also asked to amend the definition of torture crimes of the 126 article in the penal code so that it fits the definition on the UN's convention against torture. The report asked to facilitate the possibility of filing suits against police officers when they commit crimes against civilians. It also said that the Ministry of Justice and the Supreme Judicial Council should speed the trials of officers accused of killing protestors during the revolution. It also demanded a change in the curriculum of the Police Academy in order to change the prevailing mentality of police officers. It also mentioned that the work of an officer should not be evaluated according to the number of the crimes he solves. The report also said that violence must not be used against people in slum areas and that they should not be referred to as natural criminals. The report appealed for a constitutional guarantee of the rights and freedom of each citizen. It mentioned that if an accused citizen is captured he must be treated in a way that preserves his dignity, should not be physically or emotionally abused, and must be provided with a lawyer. The report emphasized that public prosecution must carry on their duties and inspect police stations to ensure that citizens are not detained illegally. If they are informed that a citizen is being abused, they should immediately hold investigations. The report also demanded the restructuring of the police and the Ministry of Interior.
