Al-Sisi urges Arab leaders to back Egypt's Gaza reconstruction plan, reject displacement

Egyptian President Abdel Fattah Al-Sisi has called on Arab leaders to adopt Egypt's plan for rebuilding the Gaza Strip, emphasizing that the initiative ensures Palestinians remain on their land while reconstructing their communities. His remarks came during the emergency Arab Summit in Cairo, held on Tuesday in response to the ongoing Israeli aggression in Gaza and rising concerns over forced displacement of Palestinians from their historic lands.
Addressing Arab leaders, Al-Sisi warned that the war on Gaza seeks to destroy the means of life and depopulate the Strip, calling it a stain on humanity fueled by hatred and injustice. He praised Palestinians' steadfastness in defending their land and rights, reaffirming Egypt's diplomatic efforts since the first day of the war—working alongside Qatar and Palestinian leaders—to achieve a ceasefire and establish a committee of independent Palestinians to administer Gaza.
Egypt, he revealed, has been training Palestinian security forces to take charge of security in Gaza during the next phase. He called on Arab states to support a fund that Egypt will establish to implement the reconstruction plan, which will remain in operation until the Palestinian Authority (PA) assumes full governance.
"There is no real peace without the establishment of a Palestinian state, and peace cannot be imposed by force," Al-Sisi stated. He reiterated Egypt's commitment to a just solution and urged Arab and international partners to endorse Egypt's plan.
Palestinian Authority President Mahmoud Abbas echoed Al-Sisi's vision, affirming that the PA is prepared to assume full governance in Gaza, with unified security forces overseeing the Strip.
Jordan's King Abdullah II underscored Jordan's complete rejection of Palestinian displacement, stressing the importance of rebuilding Gaza under a clear and structured timetable. He reaffirmed Jordan's continued support for Palestinians and its commitment to protecting Islamic and Christian holy sites in Jerusalem.
"We reject Israel's decision to obstruct humanitarian aid into Gaza, as it violates international law. The two-state solution is the only path forward—one that guarantees a Palestinian state with East Jerusalem as its capital," King Abdullah stated. He called for a clear vision linking Gaza and the West Bank under Palestinian administration.
UN Secretary-General Antonio Guterres welcomed the Arab League's initiative to mobilize global support for Gaza's reconstruction, stressing that Gaza must remain an integral part of a future Palestinian state. He called for an urgent de-escalation, a halt to Israeli settlement expansion, and reaffirmed that Jerusalem should serve as the capital of both Israel and Palestine.
"There is no justice without accountability, and no sustainable reconstruction without a clear political horizon," Guterres emphasized.
European Council President António Costa also pledged Europe's support for Egypt's reconstruction plan for Gaza, while rejecting any attempts to alter Gaza's demographics. He reaffirmed the EU's commitment to the two-state solution and continued backing for UNRWA's humanitarian work in Gaza.
"The international community must offer Palestinians a glimmer of hope. We fully support Egypt's plan for Gaza and remain committed to a just and lasting peace," Costa said.
