The 5+5 Libyan Joint Military Committee has agreed to develop a mechanism for dismantling and disarming militias, and another to remove mercenaries and foreign troops from the country. This came during a meeting in the Egyptian capital Cairo, under the auspices of the United Nations (UN), and in the presence of Chief of Staff of the Libyan National Army, Abdel Razak Nazouri, and Chief of General Staff of the outgoing Government of National Unity (GNU), Mohamed al-Haddad. The Cairo meeting discussed the progress of the ceasefire agreement signed between the parties in 2020, mainly the issues of dismantling the militias and ways to integrate their elements into official security institutions and the removal of mercenaries and foreign fighters from Libya. The committee also called for the reopening of oil fields closed for more than two months due to the conflict between two governments over power and the conflict over oil revenues, which caused the decline in Libyan oil production to 100 thousand barrels, and also discussed the development of a joint mechanism to combat terrorism in the country. Al-Haddad praised the work of the Joint Military Committee for its positive steps towards achieving the desired stability in the country. He extended his praise and thanks to Egypt for hosting this meeting, wishing that the next meeting would be in Libya. He stressed that the LNA supports the aspirations of the Libyan people to establish a civilian state through the peaceful transfer of power. For his part, Nazouri stressed the need to unify the military establishment, expel mercenaries, and integrate armed groups into the military, security, and civil state institutions, in order to establish a civilian state in which no one is excluded.
