The Ministry of Communications has contacted companies specialised in technology solutions for a tender to develop land registry offices through the public–private partnership system (PPP), in accordance to the Law 67 of 2010.
According to an official at the ministry, the tender will include financing, designing, developing, mechanising, and maintaining the land registry offices in all Egypt's governorates. The ownership of the new assets would be given back to the state to operate, after the contract period comes to an end. Those who will to participate in the project can submit their request as coalitions or separate companies.
The ministry has set 15 December as the deadline for receiving requests. The official added that the project aims to develop the working environment in the last registry offices, develop the workers' skills, and increase the number of offices affiliated to the real estate publicity district and documentation. It aims also at developing the application programmes used in the offices, in addition to increasing the major absorptive capacity of the information centre of real estate publicity district and documentation.
The Ministry of Communications will propose three projects through the PPP system to mechanise the commercial registry offices and the land registry offices with investments of about EGP 2bn. That is in addition to manufacturing 40m smart metres with cost of EGP 10bn.
The ministry began executing its plan for the projects by launching a tender last September to design and operate the land registry offices through the PPP system. The project aims at building a comprehensive information system in 89 offices, in order to raise the quality of the governmental services offered to citizens besides archiving all the citizens' data, with cost of EGP 1.2bn in two years.
