CAIRO: The Supreme Council for Armed Forces (SCAF) announced that it has amended election procedures once again, responding to demands of activists and politicians. According to the new system, 70 percent of candidates will be elected through a party list system, and the remaining 30 percent will be elected through an individual candidacy system. Activists and politicians were angry about the previously announced election system, whereby 50 percent of seats would be determined through a party list and the other 50 percent would be determined through individual candidacy. Politicians and activists threatened to boycott the elections, claiming that an individual candidacy system would breed corruption and vote buying, and would help prop up members of the former National Democratic Party (NDP)— the ruling party under the regime of former President Hosni Mubarak. SCAF reported that the Egyptian Cabinet will meet to approve of the new procedures on Sunday. SCAF will then finalize the decision some time this week. Elections for the People's Council are set for November 21. It will take place in three sessions of two weeks each. The Shura Council election is slated to follow on January 22.
