Egypt's Prime Minister Moustafa Madbouly has pledged exceptional incentives to support Samsung Electronics' local operations as part of a broader push to localise advanced technology industries and expand high-value exports. During a meeting with a senior Samsung delegation at the government's headquarters in the New Administrative Capital, the prime minister directed officials to finalise the rollout of a new mechanism offering targeted incentives for high-tech manufacturers under Egypt's updated export rebate scheme. "We are fully committed to supporting advanced technology localisation in Egypt and are open to providing exceptional incentives for industries with high local content and strong export potential," Prime Minister Madbouly said. The South Korean electronics giant operates a major facility in Beni Suef, its first in the Middle East and Africa, with an annual capacity of 6 million television units, 85 per cent of which are exported to more than 55 countries. Samsung has invested $700 million in the Beni Suef plant, including $30 million to expand into tablet production. The factory now produces 702,000 tablets annually for Egypt's Ministry of Education and supports 5,000 direct and indirect jobs. Samsung also began local mobile phone production in 2023, starting with 1.2 million units. Recent upgrades have increased the facility's capacity to 6 million units per year, company executives told Egyptian officials. Samsung officials reaffirmed the company's commitment to expanding in Egypt, and said the country has become a key regional base for exports and manufacturing. Egypt's Investment and Foreign Trade Minister Hassan El-Khatib said the new Export Burden Rebate Programme, approved last week by the Cabinet, allocates 45 billion Egyptian pounds in the 2025/26 fiscal year. It includes 7 billion pounds in targeted support for sectors such as advanced technology, with specific programmes for Upper Egypt and export councils. Minister El-Khatib confirmed that Samsung's outstanding rebate payments under the previous scheme are being resolved and encouraged the company to leverage the new incentive structure. Prime Minister Madbouly concluded by calling Samsung to expand its footprint in Egypt and instructed officials to engage in detailed talks with the company to ensure it benefits fully from the new support measures.
